Without the lever I imagine it could be dangerous to try to screw it down. With the lever it's no worse than hitting a turn signal switch or horn button.

I dont think its really too dangerous. I set mine where I can manually turn the throttle either way, but if I let go it holds pretty steady.
What's weird is my '04 had that lock when I bought it.
Then over the winter I had new handlebars and headed grips put on, which meant the WHOLE grip n stuff was all new. Not those aftermarket heated grips that work with any handlebars/grips etc.
Well the new H-D heated grips don't have the throttle lock... weird.
