I am not sure about your question but if it's what I think you are asking I don't know why it would not be legal anywhere! it has nothing to do with any form of emissions control at all.

The canister on my 08 FXCWC was mounted exactly where the compressor mounts.
Just leave the vent lines hanging once you remove the canister.
They are short enough they can't be seen or get hung up on anything.
