Default 2013 breakout

Does anybody know if the rear fender struts on the 2013 breakout would work on a Rocker c?

I am not sure but they use the same frame from what I hear. Keep in mind that there are just black struts under the chrome covers

It's pretty much the same as my bike. I have the 09 CVO Springer and it is the same frame and everything. Even the sissy bar is the same in the catalog. I have done a bunch of mods and parts on my bike if you have a question on fit, I might know. There are a lot of similarities between the Rocker too.

The CVO's have a lot of different things. Example I ran alloy art strut turn signals and they are built to slide over Softails and they didn't fit mine. I had to chop them. I am sure Harley used a different front end and fenders, tank, and paint set then essentially used the same for everything else.

Those are some big changes, but if someone buys one there will be minimal parts through both Harley and aftermarket, but you can find if look hard enough.

If it the same as the '09 CVO it will fit with a little modding to the front of the seat(CVO seat not Rocker seat)
There's a forum member that has a black Rocker with the CVO rear Fender

Question is do Harley's sell them without the Breakout attached to them.

HD is very particular about selling CVO specific parts to someone that does not own a CVO. When ordering CVO parts you have to supply your VIN number to document that you are in fact a CVO owner.

Just thought this might be a new cheaper option rather than using the heartland kit.

When I read a recent article in American Iron, I thought I remember reading that the entire swing-arm is different. If that's the case, then I would wonder what else is different in the rear section.

Different from what? A 09 CVO Springer doesn't need fender mounts built into the swingarm, and a Breakout doesn't either. A Rocker does. Otherwise, I'll guess that they're the same.
