I just changed the bars on my 02 carbourated fatboy got it all back together everything seems to work fine except it won't start . Hit the ignition switch and nothing battery is fully charged on the battery tender
Anyone have any suggestions

Well it did start before I put it back together the only thing I did was put it on the battery charger
You state here that it started BEFORE you put it back together so I will assume it didn't start AFTER you put it back together.
It would seem more logical that the problem exists at the handlebar level where you were working rather than the voltage regulator.
Have you checked the wiring to the "Run" and "Start" switches in the housing? It can be easy to pinch a wire and not realize it. You can test for current to the switches with a multimeter.
