The Rocker and Breakout are 2 different styles in my eyes.
The Breakout has a regular tank and the Rocker is stretched.
Breakout has a strutted fender, Rocker has it mounted to the swingarm.
Rocker has long forks and Breakout has shorter forks.
They are both cool in their own way, but the Breakout comes with a 103, so that is a win IMHO.
I may be totally off base here, but both the Rocker and the Breakout seem like direct heirs of the Deuce line. They all seemed to have a certain similar style. I test rode a Rocker C about a year ago. Couldn't quite get on the same page money wise with the dealer. Ended up with the Blackline recently. I guess I just have an eye for the bikes of the lineup that are kind of the black sheep

Ridden plenty of 74s, 88s, 96s and 103s. Between the 96 and 103, it's pretty hard to tell the difference. So to me, the 103 isn't a very strong selling point.

Butt dyno or not, more displacement = more power. More power is better than less power.
My FXSTC is a 80 cu in. Plenty of power.
Both of my bike are fast enough to land me in jail for reckless driving if that's what I wanted.
I've owned fast bikes. I didn't buy a Harley looking for a performance bike.
Unless you're talking about a HD drag bike, plenty others will eat it for breakfast bone cold stock.
