It's 'normal', Have it on my new to me Heritage, checked everything, front tire is relatively new, had 10K service done at trustworthy dealer yesterday, everything within specs, still there. My advice, don't let go of the bars...YMMV/.....
If its normal, then I'll stop worrying Pity nobody at Harley could tell me it was normal! I'll just have to remember not to pick my nose, when I'm slowing down !
Yeah I have the same problem when im around 35mph slowing down. I think my handle bars move about 3-4 inches when it wobbles. but I have a Kings Tire which is sh*t in my opinion.
There is something wrong with my Heritage, it doesn't wobble or shake at any speed, decel or accel. Didn't/doesn't do it with Metzlers, Dunlops, or MC IIs. I guess I am in the rider category of will happen someday. Though you didn't mention it all your troubleshooting, did you check your spokes front and back? I gotta believe you did, but asking anyway. i've had the same issue on my 11 Fatboy Lo. you're not alone on this issue. kinda feel like that nerdy kid that didn't know how to ride his bike w no hands.....oh well.

Yep checked the spokes, I'm using Avon Cobras. Trouble is, I didn't notice it before my Christmas mods, so was thinking it was something I had done
My heritage it a 97, it was doing the same thing a couple years ago. Over winter I took the front wheel off, put in new wheel bearings, new front tire, had spokes checked and wheel trued, balanced wheel and tire and tightened my neck bearings. havnt had the wobble since. This was all stuff that eventually wears out over time. I did the same on the rear wheel also. When spring came it felt like I was riding a new 15 year old bike.
Tire pressure? What kind of wheels? Loose spokes? Check the PSI on the side of the tire and go by that.
Standard wheels, no loose spokes, had wheel bearings and neck bearings checked by a Harley indie. Playing with Tyre pressures now. Might try changing the front tyre and tube, but don't see how a tyre could play up only in a 10mph window on slowing down. Going to try engine braking but not in top, to see if its engine vibration shaking the front end
