You can by them from the HD dealer for a dollar each, or 30 cents each at a hardware store, or buy a bunch for a couple bucks here:

You can find o-rings way cheaper on EBay, btw, my 2002 Fatboy doesn't have a o-ring on the Primary plug.

These O-rings are used on the drain plug of the engine, primary and transmission on V-Twin model Harley Davidson.
