Does anyone know if any of the fender bibs will fit a breakout? I'd like to take off my rear seat, yet still mount a bag on there once in a while, and don't want the paint to scratch...

I will say as to your question that to really find out, check with Mustang because they have several and may have one for your bike. You can also check the HD parts and accessories catalog. Good luck on your search.
unless you have a sundowner seat... you arent going to want to do that (remove the pillion). no back support at all, and if you goose it... you're going back. the sundowner from harley is the cheapest/best option that i am aware of.
as for the fender: cant help you. still researching that myself. that will most likely be a project for next winter/rainy season.
Nobody makes one. Look through the parts catalog and see if a Softail Deluxe or Fatboy have one and order it. If you don't like it or if it doesn't work return it.
Google a custom leather place on the internet. They can make anything. i had my dash wrapped in leather and a custom tank panel made by Xian Leather. The trouble is after doing show bikes and the like for years he retired and started doing furniture only.
