Are you willing to pay international shipping if someone in 'Murica can help you find the parts from a dealer? I can stop by one of my local ones today and see what happens. They will search stock from around the country and not just their stores.
Hey Black Rock, I'm in New Zealand and am facing the same issues. I've looked all over NZ, Australia and US. Found one in US but as you've said, they won't ship internationally sue to HD rules. Seems crazy given HD have stopped making these parts....do they want us to put other brands gear on our bikes??

BMANROCKER I contacted Harley Davidson Australia and demanded they help. Eventually the called back and conceded they had no answer for a situation like this. He suggested I contact the dealers in the US and plead my case with them.... Greta advice as the US dealers wont even reply to your emails...
I got lucky and a few guys on here helped me out. One contacted some dealers on my behalf and eventually another sold me a 2nd hand complete set up.
As I said I got lucky that there are some good people on here that were willing to help...
Try some dealers in Europe or the UK... But send an explaination with your enquiry stating that the dealers here in Australia and NZ will not help...
