The rim could be out of round/true. Make sure your spokes are properly tensioned... (i.e. no loose spokes). Put the front wheel up in the air, remove the wheel, remove the rotor, put the wheel back on the axle and spin it with an indicator at the rim to see if it's aligned properly.

It is more likely the tire, especially if it has been on teh bike since the wheel was purchased which was in 2007. Tires have a tendency to get flat spots after a bike sits for so long. Just my .02, but if this is the original tire on teh wheel change the tire first.
