Johnny, I have subscribed to Cycle World since Joe Parkhurst started it in 1962 when I was 20. I picked that little tidbit up along the way. It might be blarney, who knows? The Battery Tender Plus charges to 15.6 v and then floats the battery at 14.4 v. As you stated.
The nominal voltage of a cell is 2.2 volts, that times 6 equals 13.2 volts, all batteries have internal losses so the extra 1.2 volts covers that.

Battery got fully charged, installed it and she came back to life!!Gotta love sound of a Harley!!

That's great news, however don't assume that everything is perfect, or you may get stuck again!

Grbrown I know I tried to start again this morning and it tried but it won't go all the way so I 'm hoping it's just battery I have to replace next year,so battery is back on the tender ,I'll just install it when I feel like riding , it's getting in the 40's now so it's ok..

If you keep trying to ride your bike with a bad or weak battery, it will cost you more in the long run by overworking the charging system and causing the stator and/or the regulator to fail

Thanks that is a good point, it will start snowing here this week so I think it's safe to say I'll just have to wait til next year ..This sucks!!
