its determined by the laws in your state...
your state, california, allows for electronic proof of insurance. this doesn't necessarily mean just taking a pic of your card, it means having an electronic version of the card provided by your insurance

Bike may be stolen one day, and if the papers are gone with the bike, the thief may sell it just as is in another adjacent country, without any problem...
Keep insurance and registration in my wallet. Have to be able to produce them if stopped. I like the baggie in the helmet liner idea. Of course, I use more than one helmet, but may order a dup registration and give it a try.
I carry mine in my wallet. It'd be more convenient to leave 'em in a saddlebag, tank bag, or something similar, but there's too much personal info on the documents for me to leave them sitting somewhere anyone can get to.
