Does one really have to remove fork for this?
Bought my $36 AliExpress Daymaker and installed it however,,My headlamp adjustment was off. Naturally I had to break the nut to get it off. I replaced the nut but noticed the bolt won't come out as it hits the fork. I waned to put a shorter bolt in there.
What am I missing?

Take a look at an on-line parts website, where you can see how that set-up is put together. That may help you to get it apart.....
