I live in Pennsylvania and we actually have a legal vertical plate. I don't why all states don't make one with the amount of riders that want them. Down in the Baltimore area I'd say it's unlikely they will mess with you. They have a lot bigger problems than that
I know the law requires tag lights but the law also requires alot of other things that the cops don't really pay attention too in MD. Hence why i asked if its something that can just fly under the radar...Like a front tag on my car, a catalytic converter, certain window tint and un-modified suspension...all required by law but I've never been pulled over for any of those things in the 5 years ive had my car and still pass emissions.
My point, which you apparently didn't 'get', was that it is possible to check the laws in a state.
If something is not a law I wouldn't worry about it. As far as being pulled over, I get pulled over occasionally and get a good feeling at the LEO's frustration when he spends several minutes using his radio/computer/crawling around on the ground trying unsuccessfully to find some violation.
