Bolts can, and often do, stretch whether you have loctite on the threads or not. Just because a fastener isn't loose doesn't necessarily mean that it's currently tightened to the proper torque specs.

that's why some are single use

I replaced a lot of not critical fasteners with stainless steel. Not that expensive, just be sure to use anti-seize on the threads. It's worked for 27 years. I did not bother with the engine bolts as my engine is not painted, just the old bare metal color so they don't really stand out like on the painted engines.

I noticed several of the Harley fasteners I bought in the past have a white strip around part of the thread. I asked the parts guy and he said "that white strip is thread lock, something like locktite". So then, with those fasteners I'd venture to say it's ok to retorque them.
