Sylvania's app on their website is usually handy for questions like this but they haven't caught up to 2018 bikes yet.

The first two years when the Nightster came out it had the same chopped rear fender as the US model, then Transport Canada caught on that it did not have a center mount licence plate as was required under Canadian regs.
The easiest fix for Harley was just to spec the full size rear fender with the center mount plate to the Canada destin Nightsters and all other models with a chopped fender since.
The factory service manual refers to "US domestic" models and "international" models in quite a few places, it's funny because some of the stuff on my bike us "US" spec and some is the "international" spec.
