i pulled the rocker covers. Removed the rockers, push rods, tubes and lifters. There was no unusual wear on any of the parts as far as i could tell, but i still replaced both lifters for the front cylinder and then the entire gasket kit for the rockers cover.

I put everything back back together and no change what so ever.
Possibly camshaft lobe worn?

Did you soak the lifters in oil. If not it takes a good while for them to pump up if installed dry and they will be noisy as hell. Ask me how I know.

I checked my oil level. All is good. I changed my oil about 1 week before this happened. Used Harley oil and filter as i usually do.

I did not soak them, though they felt like they had some oil on them from Harley. How long did you run the bike for after until it corrected itself? I started and rode my through the neighborhood for a few minutes but didn’t want to keep running it cause of the noise. How much time do you think i should give it before they would pump up?

If i can’t determine what the cause is soon i May consider pulling the motor out and taking it apart

I started it up and let it idle three or four times and they did not pump up. It did after I rode it a few miles. Yeah you are supposed to soak them. They will not have oil inside them when new.

Ok with it off put a feeler gauge in between rockerarm and valve stem. A bent one so its up and out of the way. Start up and see if noise goes away repeat on both. I mentioned in earlier post I would check camshaft lift, it maybe it. I have had cam lobes wiped out on cars and bikes. not often but it does happen. Lifter should have pumped up with normal oil pressure, maybe clattered for a second or so then quieted down.
Did you measure pushrods?

You must not have put many dry lifters in a Harley.

Will update Wednesday or Thursday. Have been slightly busy due to the long weekend. Going to take the bike for a little ride to see if the lifters pump up. If not, going to try the other suggestions everyone has made. Also going to make sure i have correct oil pressure.

Not a one. But, I've always had some questions about them.

How long should they be soaked in oil? Completely immersed? Standing on end? Laying down?

After install, how long can you wait until startup? Hours? Days? Will oil still remain in them? Even after doing that they still make noise for a while? Don't they drain down when sitting for long periods anyway? Why no noise then? My bike has sat for weeks and I hear no noise on startup.
