Any ideas on how long this will take a Harley Tech to complete?

It will probably take them 30 minutes to actually do it but they will charge you for 2 hours, because "the book" calls for an hour to remove a broken bolt. Not official, just my guess.

The shop charges $200 to pull broken bolts.. dang. You spray it with PB Blaster to help with the rust, peck it with a hammer a few licks to get the solvent in there, center punch it and drill a little hole and use an EZ out. With the peg off there's no stress on the bolt so they usually turn out easily. In a shop, up on a lift, surrounded by every tool known to man a trained wrench should have it out in 10 minutes. $50 would be more than fair.

7 years later I suspect the $50 charge would only cover the acknowledgement the bolt is broken with the hourly charges these days.

If you broke an exhaust stud, they may have to remove the head to repair it. Your foot control bolts should be easier to get at. Good luck.

It might be worth trying a screw extractor set like the one below, a five piece set is available on Amazon starting at around $5.00 plus shipping.

I have successfully used screw extractors on my past motorcycles, even if you only use it once it will more than worth the price paid.
