2006 Sportster 883 rear Break light

2006 Sportster 883 rear Break light
I have a 2006 Sportster 883 Custom and my rear running light works but the break lights for both front and back break don't work, I took it to a local shop with great reviews and he said he fixed it but didn't after a hefty $306 bill and not having my bike for 2 weeks. I'm curious because I don't see how it could be a fuse if I still have some light to the rear. I don't have any blinkers on the bike either. Any help would be appreciated.
