I don't know about levers but if it is a general problem of being able to pull the lever as the clutch can feel heavy is to fit a Muller or Clutchlite ramp device.
These adjustable levers by Oberon are popular for riders with short fingers. They have both the clutch and brake levers and you can choose different colors. They're a UK company, but you can get 'em from retailers here.
It's a reach thing, can only get the tips of her fingers on the clutch. So create poor control and fatigue.
The easy-pull type are designed such that the lever engagement and dis-engagement is closer to the handlebar, which will work in your favor with her small hands.
