How about the throttle cables, adjustment, lubed, sticking? Does the throttle plate snap closed when you let go of throttle? Does the bike idle up if I turn the front end to the right on kick stand or up and down?

Thats what I was thinking too, I had an issue similar to the OPs on my Dyna. A simple throttle cable adjustment fixed it.
OP, turn the bars from lock to lock on the kickstand and standing up and see if it affects the idle speed.
Cables have been lubed. No sticking. I've also checked that the carb snapped back and it does and also turned the bars lock to lock as well. Nothing seems to change.
Thanks for the ideas though. It seems to me that something in the carb is not right. As I stated, if I turn the idle speed screw in just slightly past 1050 rpm's, the rpm's jump up a couple hundred as well. Going below 1050, it responds as it should. Very strange.
You might have the throttle butterfly right on the edge of the transition ports. What size pilot jet do you have? Are all the parts of the idle mix screw there? Spring, washer, and o ring?
Have you tried the "idle drop method" of tuning the mixture? Back the speed screw off (lower rpm) and adjust mixture screw accordingly. All I can think about that 200 rpm jump is that you exposed the transition ports. It should be running on the mixture screw port at idle.

I believe the pilot jet was a 42 but I need to check again. The idle mixture screw, spring, washer and oring are all new.
I tried adjusting the idle mixture at around 950 and then bumped up the speed but no change. I agree that it seems to be transitioning out of the idle circuit. It seems like maybe the idle speed screw is turned in more than it should be to get the correct idle. Not a lot of threads left and it will bottom out.

I think I will do that. My thought is that maybe it's running too lean at idle because of too small of a pilot jet. Of course, I could be totally wrong! That's why I ask for advice. Thank you!
