Whenever I ride for longer than 30-45 minutes I get a pain in my lower neck between the shoulder blades.
I have tried to adjust the stock handle bars but it did not seem to help.
Any suggestions on a good replacement bar that may help. \\; Mainly looking for a good starting point.

Before you go through all the trouble of replacing your bars, have you tried to analyze your posture? Many of us have a tendency to round our shoulders and drop our heads - especially if we work desk jobs or do a lot of computer work. Sometimes I catch myself doing this on the bike and need to make a conscious effort to straighten up my spine and neck. It makes a huge difference. IMO, changing the bars will do little if your posture is not good.
I had the same problem and fixed it by swapping the handlebars from the sportster low. Before switching the bars I \\;would \\;ride one handed on the throttle as much as I could to prevent \\;any pain. \\;The low bars come back closer to the rider.
What type of helmet do you wear? I wore a KBC Modular Cruz that weighed in at around 5 lbs. I switched to an HBC 3/4 helmet (2.4 lbs) and my pain went away.
 \\;I had the same exact pain before putting a windshield on my bike. Comfort became the driving factor! Also, bars that come closer - for me it is mini-apes, helped arm aches.
It could also be a seat issue. Bad foundation = problems. Have just gone through this on the RK I just got. Finally settled on a Saddleman solo with a back rest. Amazing difference in over-all comfort, reach, posture and riding \\;position that's more in the bike as opposed to sitting on the bike.
thats funny i had the same problem last night. went on a 4hr ride and the lower back part of my neck was hurting. FOr me i belive it is my heavy helmet. \\; Im goin to get a lighter one if that doesnt work than a new seat and go from there
