The electric reverse for trikes that was mentioned is probably a good option. I've seen a couple of Sporty Trikes. Surprisingly, they looked pretty good.

a trike should be even easier to push backwards, there will be minimum balancing required.
Make sure she learns to back it in places she's parking
Man, you guys are ruthless... good luck with your search man, even if you don't find a reverse gear, maybe when you hack it up to make it a trike you can give it a real real low seat position? since she wouldn't have to balance AND back up i think that would work and be alot cheaper maybe? and it would look sick with a sub 20" seat pan imho
