I just mounted a pair a few weeks ago and you can cut them to length. They were originally about 18" long but I didn't like how that looked so I cut them down to about 7" and while they do hit my arms it doesn't bother me or hurt.

Tassels are the coolest man. The key is to have them so long they get entangled in your wheels and belt (or chain). If you accomplish that, you are a true biker. Oh yeah; if your worried about them stinging your hands and arms, you probably shouldn't be riding a Harley in the first place.
