I ride a 2007 1200L, it has a HD 18.5" Tall windshield on it. I continue to get head bobbling going down the road above 55 MPH. It so bad, it's sometimes hard to read the darn signs, especially wearing glasses. I wear a Full-face Helmet. So my question to you professionals, what is the cure for this? I'm 6' Tall and my eyes are just a little above the top of windshield. As always, open to all suggestions!
Next time your out riding, try tucking your legs in against the sides of the fuel tank and see if that fixes or reduces the problem. The majority of head boobing when running with a windshield is caused by wind coming up from below the shield and around the sides of the tank.
I have the exact same problem. I have a '06 Low and run the Harley windshield made to use with the aux light kit. I'm not sure how tall the shield is but but I'm 6' tall and look over the top of it. Like you I also wear a FF and at any speed over 50-55mph and it feels like I'm getting clobbered. I've tried positioning my legs/knees various ways but can't get rid of the helmet buffeting.
So, I only use my shield when I absolutely, unequivocally know I'll be riding in the rain. Any other time, it sits in my garage. I'd like to use it on long highway runs but the helmet buffeting wears me out more than 80mph wind pushing on my chest for hundreds of miles.
I sure the the Windshield to help with the Bugs and assist with any flying debris..gosh, maybe I need to stuff it around the headlight, if it mostly coming from the bottom.

Try dropping the brackets so that the top of the windshield is between your upper lip and below your nose. My belief is that it's too high on the bike for you. A photo of the front end would help visualize things for some of us.

Those Riot/police style windshields,,I've heard of a few guys
who made custom mounts to tilt them back at the top.
Also cutting them down, also adding lowers to the forks..
A flat windshiled creates a vacume behind it, Lots of air
