The power gains are from the engine breathing better. This means getting more fuel and air in and getting rid of the spent gasses sooner. If you only alter one side of the motor, you still havent completed the process to achieve more power. In order to get optimum performance, you need to alter the intake and exaust evenly.

The best results is to go for a high flow AC and a high flow Exhaust. Lotsa air in, Lotsa air out. Then with a re-jet and a good tune up you will be a VERY happy HD owner....or at least on your way.
With regards to the "drag pipes": If you install them and open the intake you will realize the power increas at the top end. Low end and mid-range will suffer in power. In what range do YOU do most of your riding? Drag pipes are LOUD but not practical for general riding, unless you're on the strip every weekend. Of course if LOUD is all you want, you want drag pipes...
So... what do you recommend for AC+Jet+Slip-ons? (Sorry for bringing this never ending question up again..)

The least expensive, and IMHO the most effective, is a free-flow AC (Screaming Eagle, Hyercharger, Big Sucker, Hurricane, S&S Teardrop, etc.), rejet, and after-market slip-ons (SE II, Cycle Shack, etc.). On the exhaust side, if you buy more than slip-ons you're really doing it for looks, not more measureable performance.
