It's a Hugger. It's got the Hugger solo seat with a passenger pad and wire wheels with a 19" in front. They came with a black speedo housing but chrome ones were available straight out of the P&A Catalog. Somebody swapped the bars and put forwards on. All Huggers started life as an 883.

I don't think it's a Gold Key model. They're black and silver. The also had a gold bar and shield logo on the emblem instead of grey, iirc.
My '03 Softail has the same emblem and it is not a Gold Key model.
