I can still start my bike with it in the off postion, it will just die on me very shortly. There's a notch in the lever. The notch should point to on when the bike is running. Unless it is low on fuel, then it should point to res. Yes, when the bike is off, you should put the lever to the off position. Your owners manual explains everything. You should read it. If not, then the rider course may cover some of this. At least mine did.

I have a 2004 sporty and I keep my on the ON position most times. There have been times where I have to switch to reserve as I was running out of gas. The only time it should be in the off position is storage to my knowledge. Hope this helps.

If the bike will be idle for over a couple of hours, it is a good idea to switch the fuel valve to the off position. Even though the valve has a vacuum line that should keep it closed, if it were to fail, fuel would leak into the cylinders and possibly dilute your oil. If you get in the habit of filling up every 100 miles or so and never switching to the reserve position, it is a good idea ever couple of tank fulls to fill up, switch to reserve and ride for 30 miles, then switch to the on position. This keeps gas demons flushed out of the bottom of the tank. If you don't ever run on reserve and happen to need to sometime, you may pull gunk in to your carb and get shut down.
