Regulator problem?

Default Regulator problem?

I have a stock 95 1200 . With the bike running I show no change at the + batt term when i rev it . It has a new battery and reg. Stator is putting out the proper ac voltages up and down at the double prong connector when i rev it. If I seperate the single wire connector that comes from the regulator and put the meter on it should i show the 13-14v there [it isn't] like i should show at the +batt term with the bike running? Is the new reg ng too? Will the 13-14v always show at the +term. I rode 150m yesterday, could that have charged it enough so it wouldn't show 13-14v at the +battterm? Stumped right now.
