I was riding mini-bikes at age 6 and motorcycles (Yamaha YZ60) at 8. I think she is old enough to hold on and enjoy a ride. Just make sure you have a proper fitting helmet and attire.

I think it depends alot on the child. I have seen some that can hold on and ride at a very young age. Then i have seen teenagers that dont need to be on one.

You have to pick the right place...obviously not the interstate..so they can have an unscary ride with Dad.

Some kids are mature enough at earlier ages than others. Size also plays a big part in their ability as well. Where you are and where you go is a factor. Your maturity level is the important one however.

This had been one of the hardest topics for me. I have been deathly afraid to take my son out on my bike. Finally HE badgered me enough to take him out (age 5) just down the road & thru the local park. I thought if I took him it would be "out of his system" and I wouldn't have to do it again. Wow was I ever wrong!!!!! Needless to say I spent a lot of time riding thru the park. My boy is 6 now and will claim HE picked out my new StreetGlide...cause HE wanted the one with the CD player...and we have advanced to going out on the "big roads" (local streets). My wife is very supportive & encourages it...me, it still frightens!
So as far as what is the minimum age...if the child can understand the rules of riding & can physically hold on...I guess theoretically it should be ok.
It is the risk factor of "What if something happens?"

Like everyone else has already said I think it depends on the child that is going to ride. I will not let my son on the back of my bike, my bf's bike or my dad's bike until he can reach the pegs and prove to me that he can be a responsible passenger. Pay attention, do get silly and no how to hold on.
He is 6 and really tall about 4 foot, but is still not allowed to ride yet.

My Grandson is 5 and I also have the harness system and have taken him out on the 2 lane hiway several times .He knows he has to hold on to the belt an does just fine. We got him the web crawler harley helmet and a chatterbox system and we just cruise down the road
