For a proper job, get the progressive 412, if you want a reasonable job, rear lowing block kit will work for you. My coworker had the block kit installed for almost 2 years, never a problem. I believe it drops the rear by a little over 1 inch. http://www.steelthundercc.com/sportstershocks.html
I'm riding on the 11" 412's too. I think the lowest are "Licks" brand, as I think they have a 10" set. The 412's have a great ride, height, quality, look.... Not sure about the others.
You won't want to go any lower then 11" shocks though. I have 11" progressive 412's also and love them. It will actually lower the rear of your custom by 3/4". I also have the fork lowering kit by progressive that cajun was talking about. I love the stance and look of my bike the way it is. You won't have any problems doing them mods either. they are not that hard to do. good luck.
Do you do much 2 up riding and how much weight are you talking about? I plan on getting some new shocks and would like to lower my 1200C, but the wife won't like it if it bottoms out a lot. I weigh 175 and she's about 135.
