No, unlike a regular light switch on the wall in your house which is an ON/OFF switch, the bike's switch has no OFF position, it is an ON/ON switch. It turns on either the low-beam or the high-bream.

Sp'48'ster...cHarley is correct, the Lo beam is on only in the Lo beam position. The Hi beam is on only in the Hi beam position. The Lo beam is never on when running in the Hi beam mode.
AlexWS, I agree this is not rocket science but some of the less experienced riders come here to get help with their bike problems. If we can give them assistance and help them to learn basic trouble shooting techniques that is what we should do. Basic electrical trouble shooting experience can help everyone to fix a multitude of wiring problems such as horn, tailight, turn signals etc. If a guy can learn to understand that most electrical circuits are as simple as making a flashlight work (battery,bulb,switch, and wiring) he can fix most problems easily. Granted, the bulb is most likely bad but if it turns out that it is good, at least he has a basic background on how to fix it.
