Looks like an after market clamp. How were the dummy lights held on? They make clamps that allow you to recess those lights into the clamp. Joker Machine maybe. Not cheap. However you could relocate the dummy lights using some good 3m double sided tape. Get creative man.
Mine did that on the way to Rolling Thunder one year. Had to "Zip" it up at a stop in Manassas. Along with a foot peg.

You can try a chrome one, they seem to be better made, but then again, maybe they aren't. Just look on E-Bay and Craigslist and any other place you can think of for a used one. Maybe even check to see what a new one will cost you.
I got the same problem and the same solution..lol I see them on Ebay every once in a while around 35.00.......I haven't done anything with mine yet cause I am doing a makeover to a bobber and haven't decided what I am gonna do with the speedo and tach yet.
