Wow. I see so much BS here I don't know where to start. So I'm just going to say go 1200 or you'll wish you did.
You'll spend a lot of money on head work to get the power a 1200 can with just a good set of cams that can't be used with stock 883 heads. The xb heads on the 1200 are good in stock form.

My info list the compression ratio of my 2007 XL1200L at 9.7, not 9.0. Why would HD detune a 1200, when the customer is expecting more power. In addition, the FI sportsters have the Buell heads, at least that is my reading of it.
IIRC this sort of question came up a while back and Hammer Perf stated flat out the 1200 heads are far superior for machining and gaining power than the 883 heads.
My suggestion to the OP is talk to folks at Hammer and ask them. That is their business to know. Why start with heads that do not breath as well from the get go?
