1. Replaced sileniond and boot
2. new battery and fully charged
3. Replace Bendix
I am getting power to the starter but it just keeps spinning. Any suggustions?

That's what a starter is supposed to do when you put power to it..........
Similar thing happened to my 96 sportster. Turned out to be the ring gear on the clutch basket. You couldn't turn it by hand, but when I had the primary cover off, you could see that the starter would turn the gear like it's supposed to, but the gear would just spin on the basket. Had a buddy weld it in place and haven't had another problem.
