My secret to bright white walls is WD40. Works fantastic! You may need to wipe it several times, but NO scrubbing needed.

Actually, people put wd40 on tires to soften them up for more grip. Never heard of wd40 ever damaging a tire either.
The only other cleaner that should ever be used on any tire is a mild soap. Tire cleaners dry them out and shorten their life.
A pressure washer is *amazing* at cleaning white walls. I would never advocate the use of a pressure washer on a bike in any other context but this one. For white walls, a good blast from 1-2 inches will make them look new again almost instantly.
I use Simple Green and hot water to first clean the tires and rims, then Soft Scrub on the white walls, then rinse it all off. Gets the WW's brighter than bright!! I tried a "Magic Eraser" and it seemed to fall apart too fast and the end result wasn't as white as I wanted.
