according to the Clymer manual for 91-03 sportsters A speedomoter test harness is needed to trouble shoot the speed sensor. It says that speedos from 1999 on have a self diagnostics function, but you need to fabricate the test harness.
If you don't have the clymer manual, or some other manual yet, I do suggest buying one.
