Headlight not on

Headlight not on
Retired my handle bars all seems in place but the headlight doesn't turn on. High beam or low beam. Turn signals show up but the left side doesn't flicker for some reason. What can I do to test the light bulb before I replace?

So there is .45 Volts on all the proper plugs and 12.8 on the grey wire which feeds the cut off switch.
So in testing the light is good because I have resistance across all leads.
The turn signals work the engine starts and stops. The emergency lights work.
The brake and all the back lights light up. But no head light.
