The way the story is written it's hard to follow the timeline.
If your wondering about the fuel grades. In most (if not all areas) the tanker and possibly the tanks as well hold one grade of fuel. The difference between regular and premium is additives that get added afterwards.

I guess I should be concerned about the gas.......but I was much more interested in the story of the man then anything as mundane as gasoline scamming.

Some story, I remember being a 14 yr old kid pumping gas after school and full time in the summer watching what was stated. Every third load the low grade would be pumped into the high test tanks. My boss would say it's necessary to make a profit as he said he only made 20. on a gallon and it cost more to pay the overhead. He also would say it isn't hurting anyone because his formula of doing it would only drop the grade of gas by one or two points meaning 93 octane would now be 92 octane or at worst 91 octane. Heck I even remember the old er guys coming in for $10 hightest and then have me put $10 low grade to fill their tank claiming the same thing... guess that made it a medium grade by this time... lol. Well at 14 it seemed cool... lol

Having worked at a full service station, I don't find this surprising at all
