Many use a friend or relative as a USA shipping address...and then pick it up whenever.
as you may know customs may have a look when you bring it back ( and one of my Pal's had his bike examined for fresh tool marks, parts etc when crossing back into BC).
Last year they were nabbing ON drivers at the peace bridge coming back from costco with new tires...
so there you have it, pay deeley or play games.

Your Canadian credit card won't be accepted online as well,the tentacles are well wrapped around this one...As far as the CBSA goes,they really don't care what bike parts and pieces you are bringing across as long as you are honest,sometimes they may not even bother with the paperwork and tax collecting.But if they think you are trying to pull one over on them and you get caught-they will make you wish you weren't so silly,a few dollars in tax just ain't worth it.
I've looked at on-line prices and Canadians have it easy compared with those of us even further afield! I sympathise with Canadian Harley owners, but Deeley was there for the MoCo way back when they needed financial support. You're on the same Continent, so as already suggested, find a way around the challenge.
Yeah its because I'm Canadian. Both online dealers sent me a copy of their policy about not shipping to a forwarder etc, but how is House of Harley able to do it? They advertise international shipments. From their site, "International Shipping & Returns Policy

Newcastle told me that they are being audited continually and had been fined $7000.00 lately for unknowingly selling out of their area. I didnt believe them at first but after some research on the net it seems others are in the same boat. I will still continue to cross the border to other dealers but wont be as cheap as Newcastle but still cheaper than up here.
Get a U.S. credit card from a Canadian bank.

Register the billing address as your US shipper/receiver's address, then pay your bills via online banking.
Start buying trouble free, when the vendor punches up your card it will be a valid US card shipping to a U.S. address, protects the vendor from audits too.......Easy Peasy.

I have a good friend (riding buddy) who owns a house in Florida and goes down for most of the winter. My bike is currently there and i will make a couple of trips down through the winter to go riding. I tried on numerous occasions to order from Surdyke and have the parts/accessories shipped to his house. I even have his US address as one of my "ship to" addresses on PayPal.
Problem comes up when I go to pay as my Canadian Credit Card is tied to my PayPal account and it immediately kicks out the order...damn!
Only way around this would be to acquire a US Credit Card with a US address tied to it as another poster has suggested.
Sounds like a great business opportunity for an American entrepenuer to be the middle man for our Canadian buddies.....would a 15% handling fee be ok to be able to buy stuff in America and have them shipped to Canada?

it's not just deeley. us dealers cannot sell outside the states. there's a whole big world out there other than canada.
