Based on what you guys suggested, I went back and said I didn't like list price less 15%, but would go with list price less 50%. He came back and said he would split the difference and offered list price less 25%.
I then reminded him that since our dealer gave us 15% off, the list price should not really be the starting price. I proposed taking 15% off the list price as the starting price and then 25% off that. I am waitilng to see what he says to that. The rims are off the Limited and aren't the 28 spoked hard to clean aluminum with black rims, but are the chrome plated alumunum rims. List price on them according to the seller is $549.99. My lastest offer of 25% off (List-15%) would then lower the price from $549.99 to $351 each. I still would have to put new tires on his new rims. I suggested not removing the rubber to keep his intact. I expect his response today.
So are the rims new take offs with new tires or used with miles on them with worn out tires?

I wouldn't pay more than 700 for them totally new w/ new tires.
I'd maybe give him 500 for the set if I had to put tires on them - because it can be done relatively cheaply if you shop around.
I'd consider the 700/500 because those are pretty nice rims - for HD rims anyway.
Any other stock non-chrome rim I wouldn't give over 400 with tires...

The tires and rims are brand new still on the bike sitting in the showroom. He is having new pipes/mufflers and new rims put on. That was when I asked him about selling them to me. He said he would have the dealer remove the rubber and move the rubber to his new rims. I said rather than pay to have them removed from the OEM rims and reinstalled on his new rims, just leave them intact and I would buy them if the price was right, and buy new tires for him to install on his aftermarket rims when they arrive.

I guess that's about where I am now. My tires are ok but but will need changed probably with in a year, and my current rims are salt damaged so they don't look good. This would give me an upgrade in looks and in keeping clean as I won't have to clean in those 28 little grooves.

Ok, I'm with you now. Well that would be cool if he accepted 600-700 hundred with tires, but if not, and if your rims are not actually damaged - just worn cosmetically - you could do a Chrome rim exchange for around that price online.
That way the entire rim is chrome w/ warranty. Still would have to get tires (and bearings) but it would be a better product all around and with less maintenance.
Most guys that have those wheels hate them as they are a serious pain to clean. My buddy has an Ultra with those and he bought stock 14 Street Glide wheels first thing.

I had these exact rims before I switched to Agitators after a couple of years. Trust me, they are still a bitch to clean and a bitch to air-up. Shitty valve location design by HD...but you already know about that.
