Yes the lower panel will remove without taking out the ignition switch. Remove the 2 screws on the sides of the panel, turn handle bars slightly to one side and get it started from under the switch. Then turn the bars all the way to the side and you can slip it out from between the gas tank and switch. I've done it a couple times. Just be careful not to scratch it.
