So I have the fork mounted wind deflectors (fangs) and the center baffle on my 04 RK. I have noticed on several rides on the interstate that the wind turbulence is a lot less when I keep my feet on the foot boards and squeeze my legs against the tank. As soon as I spread my legs away from the tank there's a noticeable increase in wind turbulence. Very noticeable with my feet on the pegs. I wouldn't really call it buffeting, but it's noticeable around my head.
Would installing soft or hard lower fairings block this wind that seems to be coming up the sides of the tank?

Quite common. Even worse using highway pegs.

Ditto - rode my Ultra home in 09, took the lowers off, wrapped them, stored them, and there they are today. Even freezing I wouldn't put them on.
As far as turbulence always there, tried all in RK except lowers. If you do block wind with lowers get ready to toast your legs in the summer.

Both soft lowers and hard lowers will block a good deal of it, but not all of it.
Not sure how they would look on a road king (but then again you might not care because you are running those lovely fangs), but these road glide engine guard deflectors work great. Probably best with hard lowers tho.
I had hard lowers on my King, they were great, and they block a lot of wind.
