I would pull the clutch lever and check the switch. If the little plastic tab is gone it needs replacing. You may be lucky and got it out of place without breaking the little tab. I did it once. All I had to do was pull the lever and replace it in proper order.

no, not supposed to be that way. if you are in gear, and you pull the clutch in, it should start. the hardest time to find neutral is when you are in the middle of an intersection trying to get it in neutral so you can restart

did you by chance change out your clutch and brake levers?
There is also a kickstand saftey. If the kickstand is down it won't start in gear. It will actually kill the bike if you put the stand down while in gear.
