Just to add to the debate, change as required but while your at it might as well upgrade the springs or go monotubes. I put in a drop in kit to lower the front an inch was thinking the 2 inch drop but I'm 240 so thought it best to start small.
As to the oil issue, I replaced with SE heavy fork oil and ride on NJ roads (some of the worst I have ever been on) I hated the float feeling, I like a bike that feels planted and that what I got now. No more front end dive either when coming to a stop.
As to how often should the front fork oil be changed? All the touring manuals that I have seen since 2009 say the same thing: change at 50,000 miles.
Many folks say that when they did change it earlier that the oil was black, nasty and stinks to high heaven, thus it needed to come out. Showa, a Honda company in Japan, who has been making Harley forks for decades does not put what we know as type E oil in their OEM forks. I believe they use some sort of fish oil in them which might account for the black look and smell. Why they do that is way above my pay grade for sure. But if anybody wants to change their fork oil out at 1000 miles, be my guest. As always, there is never a consensus on anything on a forum.
