As Buelligan666 said the coil of the lighting relay gets 12V from the ignition switch. When the relay pulls in 12V from the battery goes through the relay contacts and supplies voltage to both the Headlamp fuse and the Lights fuse. You have headlight so you should have 12V to the Lights fuse, check the fuse again. Pull the headlight fuse and swap it with the Lights fuse and turn the Ignition on.
The ground stud for the lights is the same for the fuel pump and horn so if they work the ground may be ok.
If the fuse is good then the Blue wire that supplies the Tour Pak, Rear and front lights should be hot 12V. Let me know if you want me to post pictures of the schematics.

checked all fuses and moved them around to verify the fuses were good. horn and fuel pump are working. replaced all the relays and that didnt help any thing either.

Is it possible you have the polarity hooked up wrong on the LEDs?
I'm not familiar with putting LEDs on a bike. Do you have to add anything to the circuit?
Take the fuse out of the lights and turn the ignition on, do you have 12v on one side where the fuse plugs in?
If you do and have the fairing off put the fuse back in and unplug the left or right light set, turn ignition on and check for 12V on the blue wire with the other meter lead on the frame. If you have 12 v on the blue wire check the bulb, you should have continuity in 1 direction , open circuit in the other. Make all checks for voltage using the frame for ground.
The first picture/schematic shows the front lights running and turn use the same ground so if one is working the other should.

If your rear turn signals light up when the brake light comes on then someone has added a run, turn, brake controller. It will be close to where the rider backrest mount goes under the seat. Load equalizer should be in the same area.
