I think I have a slight warp in my front tire, I basically spun the tire with the brakes off and used a stationary object and brought it close until it started hitting. Yes not the right way to check it but you get the idea. Couple questions, I take it the rim is shot and unable to be balanced out? Also assuming the front tire will be off now due to uneven wear? Anyone have a stock front wheel for a 2006 Electra Glide let me know.
Are you sure it's bent and just not lined up correctly? Have you had your wheel off lately? Are you sure the spacers are in correctly? The left side has arrows on it and they point to the bearings.
If you need the alignment procedure, I can try to take a pic of it from my manual.

While checking run out, make sure you do your measurement on the rim, not the tire. Are they spokes? Yes. -- true it with the spokes,-- cast, buy a wheel. Make sure your brgs are good, and it would be a good idea to pull your calipers so there is nothing but the rim to contend with while making the measurement. I would also lock the bars so your measurement means something. Rims aren't cheap, be sure you need one. You might find a takeoff from someone who went bigger at a good price. Good luck

Ahhh, the hillbilly dial indicator! Take the wheel to a shop with a spin balancer and see what they say. (don't tell them you suspect it's bent) If it is shot, I have a tear off from an 07 with new bearings in it that I'll sell ya but the shipping is going to be $$$$ from FL and it's not the same style as your picture. There are always tear offs in the local craigs list here, might want to check yours if you do need one. A dial indicator and magnetic base from HF is about 30 bucks with coupons if you want an excuse to buy one. It's good enough for what you're doing.
As Boondock suggest, get your wheel checked first. Any bike shop that changes tyres should be able to do that. If the rim is true then simply have a new tyre fitted.
I checked the rim not the tire and it sure seems to be out a bit, you can feel the slow speed wobble. I'm going to take it off and ask them to check the balance, I don't see why I shouldn't tell them that I think its bent. I'm not going to HD going to a small shop up the street. Bearings are ok no noise or grinding, wheel spins nice. Already looked on ebay and saw a few one was cheap and he said it wasn't bent, $75 +sh (yeah ok) others were around 2-3 couple were cleaned up and clear coated and polished. need the bike this weekend will take it off and hope for the best.
