You could make 1 for the inside wall, 1 for the front wall, one for the rear wall on saddle bags. I think you might have a lot of buyers if you did that. Not sure if the pins holding the bags are the same distance on 2014+ or not, but you could design it in a way where it fits most years (multiple holes).
I think the stick on Velcro will be a problem in areas that get really hot like here in AZ. I find the stuff tends to separate and turns into a gooey mess.
So I made up a holster for my 5" steel frame 1911 as this is the heaviest firearm that I own. I was only able to ride 20 or so miles today but let,s see how it does after a couple of hundred miles.. So Guy's we are on it.
There are several Pressure sensitive backings for velcro. The acrylic adhesive is harder to find, more expensive but works when the other traditional style velcro adhesives fail due to hot temps. Acrylic adhesives are generally good to 225F and advanced acrylic adhesives, very expensive are rated to well over 300F. Dr Itch, if you'd like some samples of the 225F, I'll send them to you if you can find a warm place to park your bike everyday to see how it holds. Velcro figures 2 psi at 200 and .5 psi at 350F, Good stuff. PSI is pounds per square inch.

Could I mount it on my tour pak lid? Then I'd be interested. I pack my leathers etc in the saddlebags and wouldn't want to dig to get my phone or reading glasses.
I agree with tpcowfish; we need a windshield pouch for the Rushmore. The HD one redirects the air so it defeats the purpose of the vent. I think a three pouch with the center one offset from the windshield to let the air go behind, or a two pouch, one on each end, large enough for a cell phone and sunglasses (maybe they could be connected across the middle with metal or leather that does not interfere with the vent.
