There are also several aftermarket windshield brands, who make their own stuff, who may be able to supply what you're after. Clearview Shields comes to mind, Cee Bailey is another. Clearview make them taller and 3" wider.
I just ordered a 22" windshield for my Road King . My police bikes had 22" shields on them ,the 16 Road King has a 20".. Clearview has 25% off today .... http://www.clearviewshields.com/
Agree Clearview has a sale today. I think their tallest is 24" (top of headlight cutout to top of shield) and wider than stock, but I think they can do a custom size if you call them.
I have their recurve and no distortions. Very nice product.
Any drawbacks? Having ridden behind a wide variety of windshields and fairings since the '60s I find it essential to be able to look over the top. Rain and/or bugs can quickly reduce vision, so IMHO only buy a height you can easily see over.
