Any HD Air Shocks sucks !. I got Progressive Shocks and love 'em. Rides like a Cadillac either way, Solo or 2 Up. Only thing that sucked was the PA off-main roads that were rough that made my Progressive Shocks go ****. Staying on main roads definitely worked so good.
Go with either Progressive or Ohlins, You won't be sorry.
after approx. 1500-2000 miles the 12 inchers HD premiums brake-in a bit ( not much better but better). I thought about the 13 inch HD shocks, I did not do it but some say it improves the ride. I think from reading this website that air shocks are inferior. Most say Ohlins are the better way to go.

Another recommendation: Legend suspension. They offer air and coil over shocks. 100% American made, no requirement for periodic maintenance and a Lifetime warranty. I installed the Legend Revo shocks and absolutely love them. Also installed the new AXEO front end suspension. Adjustable to your weight.

I'm sure Ohlins and Progressive components are also great. This is a less known option that from my experience is worth your time to consider. You'll love how your bike rides.

When I explained my issue to my local HD dealership, they looked at me like I was an alien.
That's because they don't have much to offer!
You mentioned shock stroke earlier. That is important to a degree, but most important is the quality of the damping your new shocks provide. That is the department which Ohlins, courtesy of Howard, excels in. My #3-3 have 'only' 3" of stroke, but the ride quality is truly wonderful!
Another point is that very few members comment on carrying a passenger. If your Mrs B comes along very often, like my Mrs B does, then you need a better grade of shock than if you only ever ride solo. In six years of our Ohlins we have never bottomed out, but more importantly we can ride longer each day than previously and be happy to make an early start the following day!
